On Dec. 27, 2020, the Consolidated Appropriations Act was signed into law, offsetting almost all of the 10.2% budget neutrality adjustments that were to have taken effect on Jan. 1, 2021. This is welcomed news to AASM members given the previous review of the 2021 Medicare Physician Fee Schedule final rule, which emphasized the potential impact of CMS finalizing the significantly decreased conversion factor.
CMS is implementing the following revisions and has confirmed that claims will be paid on time at the rates reflected in this legislation:
- CY 2021 MPFS payments increased by 3.75%
- Suspension of 2% payment adjustment (sequestration) through March 31, 2021
- 1.0 floor reinstated on the work Geographic Practice Cost Index through CY 2023
- Delayed implementation of inherent complexity add-on code for E/M services (G2211) until CY 2024
- Revised conversion factor for CY 2021 of $34.8931 (7.6% increase)
