On July 31, 2025, the Centers for Medicare & Medicaid Services announced that the extreme and uncontrollable circumstances (EUC) policy will apply to Merit-based Incentive Payment System (MIPS) eligible clinicians affected by the recent Texas weather emergencies.

Performance categories for those clinicians will be reweighed to 0% during the 2025 data submission periods, and they will receive a neutral payment adjustment in the 2027 MIPS payment year.

Clinicians affected by the Texas weather emergencies will be automatically identified and have the EUC policy applied to them without needing to take action. For more information, please reference the 2025 MIPS Automatic EUC Policy Fact Sheet.

The AASM also encourages members affected by the Texas weather emergencies to review eligibility for the AASM Foundation Disaster Relief Fund and apply for financial assistance if needed.
